Aspen passed the first Tobacco 21 policy in Colorado in June 2018, which went into effect January 1, 2019, raising the legal age to purchase tobacco to 21 years old. The ordinance also contains a retail license requirement for all establishments selling any tobacco products, including cigarettes. Requirements of the license include: that all employees selling or stocking tobacco and nicotine be above 21 years old, salespeople must check the ID of buyers who appear under 30 years old, and storing the tobacco products out of direct reach from customers. The ordinance also calls for regular compliance checks.
